EV seems like a very cool, open ended style game with many possibilities on how to play / explore its universe. I'm not opposed to RPG style space exploration at all. EV 3 is definitely worth the money, but it may not be exactly what you're looking for judging by your post.

With add-ons, you can also play the first two EVs for free with the EV 3 engine. EV 3 is the most recent (2002) and is X native. With some of the add-ons that add powerful ships, it can be fun to just jump right in and start conquering planets, but you'll probably find yourself growing bored after a while. There are also free programs for both Mac and Windows computers that you can download to cleanup your hard disk, like CCleaner. It's technically possible to conquer planets, but the game's focus is role-playing and story lines. Using an application such as Disk Inventory X for Mac is also a good way to find out what exactly is taking up the most space on your disk so you can determine which files and programs need to be removed. In the Escape Velocity games, you explore as a lone pilot in one ship.
It has a terrible interface and some bad bugs and isn't very pleasing to the eye for a game that came out in 2003. You might like MOO3, but I wouldn't just rush out and buy it based on the ads. The second one is supposed to be much better, but it is very old. However, it has a lot of problems and is the least-liked of the MOO series. You've pretty much described Master of Orion III, which is a space exploration/expansion game that's kind of like Civ.
